CityGrows offers 4 pricing tiers:

  1. Free ($0 / month) No private processes
  2. Small ($100 / month) Up to 3 private processes
  3. Medium ($250 / month) Up to 10 private processes
  4. Large ($500 / month) Up to 50 private processes

For any processes that include credit card processing, we charge a 4.9% + $0.30 transaction fee for each and all transactions processed.

Q. What does it cost to process payments through CityGrows?

A. 4.9%+$0.30 per transaction processed on the platform. This fee is made up of credit card processing costs (2.9% + $.30) plus a 2% CityGrows fee.

Q. What credit cards does CityGrows accept?

A. We accept Visa, MasterCard, American Express, JCB, Discover, and Diners Club. We also accept accept gift and prepaid cards that are one of the listed types.

Q. Who pays the CityGrows fee?

A. That's up to you. CityGrows can be configured to either charge the credit card processing fee to the end user (the constituent) or the government can opt to absorb the cost. This can be configured on a process-by-process basis, although we find that most governments prefer to be consistent across the board and use one approach for their permits and processes.

Q. What is the fee for a payment by check?

A. There is no fee when constituents pay you by check. A government can configure a process to accept mailed check payments in addition to credit card payments.

Q. Is there a separate fee for the payment platform?

A. No. The 4.9% + $0.30 transaction fee is all you'll pay. This means cities and towns can offer convenient credit card payments to residents without having to contract directly with a third party payment processor.

Q. What happens to each government’s funds?

A. Local government funds are transferred to your connected bank account on a 2-day rolling basis. The funds are not commingled with other entities' funds at any time. A government staff member will be able to update the bank account number linking your CityGrows account directly with your bank.

Q. How are refunds and disputes handled?

A. CityGrows will notify you of chargebacks and disputes. If a payment is disputed, CityGrows will automatically deduct the disputed amount and a chargeback fee of $15.00 per dispute from the government’s account. If the government wins the dispute, CityGrows will deposit the amount back into the government’s bank account on the following day. CityGrows will send any evidence the government submits to the credit card’s issuer (the “Issuer”). The Issuer will then make a decision about whether or not to resolve the dispute in the government’s favor. The disputed amount is refunded to the government’s bank account if the dispute is resolved in the government’s favor. CityGrows will notify the government immediately if any dispute occurs. If the government chooses to respond to the dispute, CityGrows will submit any information the government provides to the User’s credit card Issuer and forward to the government any related correspondence.

Refunds are processed by the government staff or by CityGrows at the request of our government partners. There is no cost associated with refunded fees.

Q. Is there a cost to issue a refund?

A. No.

Q. Do you negotiate special rates on large volume processes?

A. Yes. We recommend trying out CityGrows on a couple of processes as a pilot before negotiating large-scale discounts. We’re confident you’ll love our platform, we want you to be fully comfortable with rolling out and managing processes on CityGrows. Q. Can we use CityGrows for a process if there is no payment involved?

A. Yes! We designed CityGrows to be an easy, quick, and powerful solution for local governments. We want cities and towns to use the platform even if there is not a payment associated with the process. This unique pricing structure makes CityGrows a compelling solution for volunteer and job applications, as well as for internal processes.

Q. How does CityGrows make money?

A. We collect a portion of the total credit card processing fee as revenue. Additionally, cities can opt to keep data and processes completely private for an additional monthly fee. We chose this pricing structure to encourage and reward transparency and cooperation among governments and the general public.
